Jessica A. Gover is a PhD student studying American politics at Johns Hopkins University. Her research interests include subnational politics, data and technology policy, civic engagement strategies, and the organizational dynamics of democratic governance. Prior to Hopkins, she worked as a researcher and writer at Harvard Kennedy School’s Ash Center, Georgetown University’s Beeck Center, and Harvard Busi-ness School. An experienced policy analyst and case writer, she has conducted field work in the U.S. and abroad, including New Zealand and Uganda. She holds a master’s from the University of Chicago.
